To seek agreement to the necessary actions required to proceed with the construction of a new Youth Hub for the Dover District, to be located in Deal, as an integral part of the new Service Delivery Model for Youth Services in Kent.
As well as delivering the critical ‘building based’ element of the new Service Delivery Model, the new facility also has a key role to play in the delivery of the developing Kent Integrated Adolescent Support Service in the Dover District area.
Financial Implications:
The new build is projected to cost £998.3k, although these costs are partly offset by a confirmed £200k developer contribution from Dover District Council. The required land is also being provided by DDC on a long term peppercorn lease.
Legal Implications:
The Education and Inspections Act 2006 (Section 6) places a duty on local authorities to provide for young people aged 13-19 (and up to 24 for those with learning difficulties and/or disabilities) sufficient recreational and educational leisure time activities and facilities for the improvement of young people’s well-being and their personal and social development.

The Cabinet Committee has already considered and
strongly supported the new Service Delivery Model, endorsing the
Cabinet Member for Community Service’s decision to take in
January 2012 on the county-wide model including authority to
undertake preparatory work on feasibility, costings etc for a new youth facility in Deal. The
result of this work was fed back to C+C Cabinet Committee in
December 2013The proposed decision will be discussed at
Communities Cabinet Committee on 17 December 2013.
Extensive 90 day staff and public consultation on the proposals for
Youth Service Transformation was undertaken during August/October
2011 prior to original Cabinet Member Decision in January
2012
The Youth Hub will be located in Deal, but is designed to offer
